What process makes a grey-market car less than 25 years old street-legal in the U.S.?

I know that there is a rule that states that an antique non-US-market car (i.e., 25 years old or older) can be imported without any hassle. If this is the case, how can you import such cars as the '91-02 R32-R34 Nissan Skylines without fear of rejection, seizure or destruction of the car in question?|||Nope. You see...there's two laws you need to follow. Federal and state. To get into the country (get through customs/port) the 25 year old law applies; if it's younger it needs to sit at port and be converted to US standards by a certified converter (of which there are few). After that...if it faces state law for registration. Most states require 67 and under for smog exemption meaning...it's going to have to get smogged which these cars will probably never pass without additional exhaust work. You can own/import an iron mask (I guess it's an r30?) everything else has to go through the process.

It makes no sense to import any pre-US skyline because you could just buy a US-spec evo (9 and below) and it would be faster than said skylines. Besides...a gt-r r34 would cost around 35-45k on the open market anyway.
